Order No. 28/11/2025, which came into effect on January 28, provides clarifications on how companies with more than 50 employees must comply with the obligation to hire people with disabilities in a proportion of at least 4% of the total number of employees.
Thus, Order No. 28/11/2025 implements the following requirements
- Employers must seek support from three NGOs operating in their area — organizations that assist people with disabilities — to find suitable candidates. This request must be made in writing and submitted within 10 days from the moment the employer becomes obligated to hire people with disabilities, to both the ANPDPD and AJOFM;
- Employers are also required to submit a report to the authorities detailing the positions filled by people with disabilities and the necessary competencies for these roles. This report must be submitted by January 31st for the previous year.
