1. Order no. 522/1026/2025 on supplementing the Rules for the application of Government Emergency Ordinance no. 158/2005 on sick leave and health social insurance allowances
The allowance for temporary incapacity for work (common illness/accident outside the workplace) is determined based on the entire illness episode. The days from initial and continuation certificates are added together, and the percentage applied to the calculation base increases progressively. If the episode spans multiple months, the allowance is recalculated retroactively. 2.Order no. 1041/2025 amending the Methodological Rules on the supporting documents required to acquire health insured status, as well as on the documents necessary for assigning a unique identification number in the health insurance system for foreign citizens or stateless persons in special situations coming from the armed conflict area in Ukraine
Employers must issue certificates in the new format, valid for 30 days. The document also includes provisions for foreign citizens or cross-border workers (CIS – unique number in the health system). In today’s Smart Update edition, you can find the model of the certificate.
3.Order amending Annex no. 1 to the Order of the Minister of Health and the President of the National Health Insurance House no. 1.192/745/2020 approving the standard template of the medical leave certificate and the instructions on the use and completion of medical leave certificates based on which allowances are granted to insured persons under the health social insurance system and the occupational accidents and diseases insurance system
Medical leave forms have been modified: for code 01 “common illness,” differentiated percentages – 55%, 65%, or 75% – apply depending on the duration of the episode. Old forms may still be used until stocks are depleted, with additional notes included in the “Observations” section.
