The regulations (Order No. 1376/2020) establishing the procedure for granting financial support and the categories of goods that employers can purchase for teleworking activities have been published.
Based on Article 6 of Emergency Ordinance 132/2020, for conducting teleworking activities in accordance with the provisions of Law No. 81/2018 on the regulation of telework, a one-time financial support of 2,500 lei per teleworker is granted to employers. This financial aid is intended for the purchase of packages of technological goods and services necessary for teleworking.
This amount is granted in the order of application submissions until December 31, 2020, from the unemployment insurance budget, through the National Employment Agency (ANOFM), within the limit of the funds allocated for this purpose, to employers whose employees worked in telework mode during the state of emergency for at least 15 working days.
The goods that can be purchased are new items from the following categories:
– Laptop/notebook computer systems
– Tablets
– Smartphones
– Peripheral input and output devices related to the above goods
– Equipment necessary for internet connectivity related to the above goods
– Licenses for operating systems and software applications related to the above goods, necessary for teleworking
Procedure Employers Must Follow to Obtain Financial Support:
To receive the 2,500 lei (under the conditions described above), employers must submit, electronically via the aici.gov.ro platform, to the employment agencies where their registered office is located, the following documents, for which they assume responsibility for the accuracy and truthfulness of the information provided:
– A signed and dated application by the company’s legal representative, according to the model attached in Smart Update
– A declaration on their own responsibility, provided by the company’s legal representative, according to the model in Smart Update
– A list of teleworkers for whom the amount is requested, according to the model in Smart Update
Payment from the unemployment insurance budget of the mentioned amounts is made within the allocated funds, in the order of application submissions, until December 31, 2020, by transfer to the accounts opened by employers at credit institutions, specifically those mentioned in the submitted application, within 10 days from the date of submission of the complete documentation.
Justifying Documents Employers Must Submit to Obtain Financial Support:
Employers are required to submit, within 30 days of receiving the amount, by uploading to the aici.gov.ro platform, to the county employment agencies or, as the case may be, the Bucharest municipality agency that made the payment, the following scanned justifying documents:
– Invoices issued by suppliers of goods and technological services
– Fiscal receipts or payment slips or bank statements that confirm the payment of the above invoices
– Inventory records for items given to teleworkers, prepared according to the model in Annex No. 3 of the Order of the Minister of Public Finance No. 2,634/2015 regarding financial-accounting documents, and/or, as the case may be, movement slips for fixed assets given to employees, prepared according to the model in Annex No. 3 of the Order of the Minister of Public Finance No. 2,634/2015, and/or, as the case may be, a record of the technological services provided by the employer to each teleworker.
