The government announced the increase of minimum salary in two phases, up to 900 lei. Thus, the minimum salary would increase from January 1, 2014 to 850 lei and order to reach July 1, 2014 to 900 lei.
This increase of the minimum salary could be corroborated, starting in July next year, with a decrease of CAS for employer with 5 percentage points. If the minimum salary increase is given as a fact, CAS reduction depends on how the Govern would identify resources for a neutral fiscal impact.
The major purpose of the increase of minimum salary is to remove of a part of the gray economy and thus to collect more money to the budget. What does this increase mean for an employer, in money?
The cost of employer, increasing by 12.5%
Currently, for a minimum gross salary of 800 lei, the cost of employees is 1022 lei for the case of an employee without dependents. An increase at 850 RON of the minimum salary will rise the cost of the employer up to 1086 lei.
From July 2014, with increasing minimum salary to 900 lei, the employer cost reaches 1150 lei, by 12.5% more than today.

The cost of employer consists of:
- Gross salary paid to the employee;
- Total social employer contributions (CAS 20.8%, CASS 5.2%, unemployment 0.5%, contribution fund work accidents and occupational diseases 0.15%, contribution for holidays and compensation, salary guarantee fund).
